If an atom contains 3 protons and 4 neutrons then atom will be of Lithium element.

Lithium's Electronic Configuration:
Shells:. K , L
Electrons: 2 , 1

or

1 {s}^{2}  \: 2 {s}^{1}

The outermost orbit of Lithium has 1 Electron so it's valency could be +1 or -1.

hope it helps u ^-^
