a) Imagine a company like Amazon with no packers or movers. The same will happen to the cell. No protein shall be present for cell use,  plasma membrane biogenesis, etc. The cell will not be able to transport anything inside it and will eventually die. Even though cytoplasmic streaming shall be present no proteins or biomolecules shall be present to transport. Ultimately leading to the cell death.

b)An excess amount of fertilizer shall make it tough for the plants for water absorption. The soil shall become hypertonic affecting the cell of the apical meristem tissue in the roots adversely.
