When one is primarily burning glucose and exhausts it between meals, one does not instantly start burning fat. Instead, one cannibalizes muscle for amino acids which the liver can convert into glucose. One mostly needs protein to rebuild those muscles.

If one is primarily burning fat, one does not burn significant glucose and therefore cannot exhaust it. One therefore does not destroy muscle and needs little or no new protein.

Humans are very efficient at recycling the protein that they carry. If one has not been consuming and depending on glucose, one can do without ANY protein intake for extended periods.
