Invention of wheel is a natural progress mankind has made, every major inversion is like a stepping stone for betterment of human life and is a prerequisite for more advanced invention/discovery. It is akin to a locked door waiting to be unlocked in an infinitely long building with innumerable rooms one after another. Without wheel no other modern is possible. Instead of wondering what would the world be without wheels we have to contemplate why would man not invent wheel or what scenario would have no motivation for man to invent wheel. The only scenario in which the wheel would not have been invented is something like this:
Man lives in jungle, lives the lifestyle of a hunter gatherer, the jungle is tropical with unlimited flora and fauna resource, small human population, and the population is limited by geography/social norms and not by lack of game.
And thus no need to migrate or grow food.

One excellent example of such a tribe is there in nicobar islands.
