Salt water has an approximate conductivity of 4 or 5 Siemens/metre.

So nothing will happen to the entire ocean, since the current from the wire will short circuit itself in a straight downward path from the wire to the ocean floor or any other nearby ground.

Water will electrolyze. The Sodium Chloride will ionize into Sodium ions and Chlorine gas. If supply is maintained for a long period, maybe the chlorine will cause some damage, but its unlikely that the entire process will last for more than a few seconds, since the short circuit will fry whatever generator is producing the power and the wire will become dead.
