When the Earth is rotating about its axis, different points on the surface will have different distances from the axis of rotation, causing a difference in the centrifugal force experienced by them.

Near the equator, where the distance is equal to the radius of Earth, the centrifugal force is the highest. The force is minimal near the poles as the points are basically on the axis of rotation.

Consequently, gravity is reduced by a greater factor near the equator than the poles.

If Earth stops rotating, then..

Assuming that Earth is spherical, acceleration due to gravity (g) will remain the same at all points on the surface of Earth.
