Each indicator has a specific color in an acidic medium which changes at a specific pH value.
Phenolphthalein does not change color in dry HCl gas because the pH value of dry HCl gas is 7 that is almost neutral.
Phenolphthalein indicator changes its color at pH 9 in alkaline solution. Therefore in NH3 which is a strong base, it's color changes to red.
Similarly, methyl oranges give red color in a strongly acidic medium and its color changes at pH 4 and turn yellow in water or alkaline solution.
