Deficiency of haemoglobin in blood can affect the oxygen supplying capacity of blood which leads to deficiency of oxygen in our body cells. It can also lead to a disease called anaemia.

Haemoglobin is an important protein found in RbCs. They  increase the capacity of the cell to hold oxygen. Deficiency of haemoglobin means less oxygen is being transported to the organs and can cause shortness of breath, fatigue, etc.  This would also lead to improper functioning of vital organs, which would cause death.
