Depending obviously of the nation being referred to and the conditions, the federal government's most serious issue if a war was fast approaching would pick up the help of the nationals, which would be expected to raise a military.

It  has no notional military  which  is one of the  biggest problem  faced by the  Federal  government . On completing the  revolutionary war   is also known as the continental army  which is disbanded .  

Here the government  was the first   need to  improve the citizen  to the  joint  into lines  in order to raise  an army.  Hope this answer helpful  for the student.
