To handle minor surges or fluctuations, all equipment are designed for 20% to 50% safety margins but these margins are for momentary or very short time span.
If more than rated voltage applied, the equipment can sustain for a short period within design safety margin otherwise it “collapses”.
e.g. a bulb rated for 230V may sustain till 250–260V for say 1–2 minutes. But if the time or voltage is increased beyond this safety margin, the filament will overheat and get melted, breaking the circuit and thus we call it as “fused bulb”
