This means that in cold weather our circulation gets faster in order to warm our body by increasing the blood flow but during desertic cindotions the circulation remains same and sweat try to maintain body temperature

The process of circulation is more the circulation more the blood flow more the amount of heat generated thus keeping the body warm.
In extreme cold the circulation increase very fast hence more amount of heat is liberated to the body. It keeps the body warm.
In warm condition the circulation decrease hence less amount of heat only the little amount of heat is liberated to the body and this it helps in retaining the temperature as normal.
