What would most likely occur if an experimental design specifies only a test group?

If experimental design specifies only test group then there would be lack of control group because an experimental design consist of two groups. One is experimental or test group and the other one is control group. Test group is the group in an experiment that receives the variable being tested and control group is the one that does not receive the test variable so, if experimental design specifies only test group, we would have lack of control group.
