here is your answer

( \frac{1}{3}  - x) \times 4 = 28 \\ ( \frac{1}{3}  - x) = 7 \\  - x = 7 -  \frac{1}{3}  \\ -  x =  \frac{20}{3}  \\ x =  \frac{ - 20}{3}

the no. is -20/3
