Because dehydro-halogenation is the process in which hydrogen halides is removed from the substance which we called as substrate.
So, as the reaction between 2-bromobutane and KOH result in removal of halogen as well as the hydrogen from substrate and produce KBr and water as product in this reaction ,the process will be called as dehydro-hylogenation.
