it depends in which direction u r applying the force ..if force is vertically downwards then the block of wood will definitely stay at the stae of rest ..but if u apply force horizontally left or right the block of wood will displace and if it doesn't then the force applied isn't sufficient to cancel out tbe force of friction applied by the surface

every action has equal and opposite reaction

when a block of wood is kept on the table on applying force it remain at rest because of newton 3rd law of motion table apply equal and opposite reaction to the wooden block
