when a bond is broken energy is released and when a bond is created energy is consumed but in both cases amount of energy is not same. why?

Well energy required to break the bond is more as compared to the energy required to form the bond.
You can take it in the same way as when you have to break 10 wood sticks together and to form something by joining the 10 wood sticks.
