Dust particles were at rest on thecarpet. However when you beat thecarpet, you are forcing the dust to move along with the carpet. Due to thedust having inertia, it doesn't move, or rather, it resists motion. This is whydust comes out of a carpet when it isbeaten with a stick........

→ When a carpet is beaten with a stick, then the fibres of the carpet attend the state of motion while the dust particles remain in the rest due to inertia of rest and hands dust particles get detached.
