Introducing dielectric between capacitor plates (in place of air) will increase capacitor value by a factor of dielectric constant. If it is an isolated charged capacitor, the charge remains same, and voltage goes down in inverse proportion to dielectric constant. Energy stored in capacitor goes down accordingly, and the energy is expended in introducing the dielectric.
In case the capacitor is connected to voltage source, charge will increase in direct proportion to capacitor value.
