Br is in gaseous state and all gases have property to flow randomly in each direction with out any restrictions
So Br particles move and diffuse to next jar

Therefore, molecules of a gas move rapidly and randomly from their initial place. That is why, they tend to diffuse at a rapid rate.

Hence, when a gas jar containing air is inverted over a gas jar containing bromine vapor , then the red brown bromine vapor diffuse into air as the gas molecules have weak intermolecular forces.
