As we know gases are in free state and are moving in rapid motion inside the container. Same happens when air jar will be inverted to bromine vapour jar, the particles of air and bromine vapour will colloid each each other and get mixed with each other. This process is called Diffusion.

Both air and bromine vapour made of tiny moving particles. The moving particles of bromine vapour and air collide with each other and bounce about in all directions due to which they get mixed uniformly.
