Every material is made up of charged particles,but charges of opposite polarity are found in equal number so the material remains electrically neutral. When two suitable objects are rubbed against each other then electrons are transferred from one object to the other. The object gaining the electrons acquires negative charge and the one losing the electrons acquires an equal amount of positive charge. The net charge, including both the objects, still remains zero. We can neither create nor destroy charge. It can only be transferred from one object to other.
