The basic concept is Newton's First law of motion.
When we beat a hanging carpet with a stick, the carpet comes in motion.
Under this motion is moved to and fro.
The dust particles also cone in motion.
But,
When the carpet moves fro, the dust particles get separated due to their inertia.
The inertia of the dust particles resists the change of state of motion which results in their separation.
The First law of newton says that
The object in rest will continue to be rest and in motion will continue to be motion until and unless obstructed and disturbed by any external unbalanced force.
In carpet and dust case, we apply external force to the carpet which makes the carpet come in motion but the dust resists this change and gets separated from the carpet which is hanging.
This is why dust gets separated when a handing carpet is beaten by a stick.
