when a pen is dropped on ground ,why it jumps although according to 3 law of motion it forces ground by mg and ground also do so??

According to Newton's third law of motion ,
When pen is dropped to the ground,It touches the surface.
It is dropped downwards due to force of attraction (gravity). Force = mg. The pen is attracted to centre of earth. And in this order, the ground is in between, and To manage the force, ground applies a Normal Force.
It is also an example of action - reaction force.
