When the brush is taken out of water, the hairs cling together due to surface tension. This happens because the free surface of water tries to acquire a minimum surface area.

◆When a shaving brush is taken out of water its hair cling together. This is due to surface tension, the water films formed between the hairs will tend to make the surface area minimum. As a result of which the hairs of shaving brush come closer to each other.
