Water is a solvent which is known to have a high surface tension, i.e. water molecules are bonded to each other by strong cohesive force.

On addition of a sparingly soluble substance such as alcohol in it, the water molecules interacts less with each and instead interacts with the molecules of alcohol( weaker interactions though).

This leads to a decrease in the surface tension.

When a sparingly soluble substance like alcohol is dissolved water, surface tension of water decreases.

This decrease occurs because of the differences present in hydrogen bonding between alcohol and water.

The strong bonding of hydrogen in water makes its surface tension higher than that of alcohol.

Alcohol’s molecules stop the attraction of water molecules to its other molecules, which decreases surface tension strength of water.
