On 5 May 1789, Louis XVI called an assembly of Estates General to pass proposals for new taxes. Because the monarch did not have the power to impose taxes according to his will alone.

louis XIV cant impose taxes as his own wish . as we know he found a empty treassury so he had to call a assembly of estate general cointaing 300 members of 1 st and 2 nd estate and 600 members of the 3 rd estate .
