In the year 1907, there happened to be a split in the Indian national congress. This made Tilak to leave the national congress since it was less functional. Tilak was against the moderates policies and this made him to assume leadership and duties of the assertive. Lokmaya Tilak was a professor and headed the department of public administration and politics in Pune, the Univerity of Poona. PGC
