Vice president is ex-officio chairman of upper house. He is not member of the house. He can not vote during normal business of house. However he can vote in the case of a tie.
Vice president (Chairman) Can not vote while proceeding for his removal is in progress.
Speaker is member of the lower house - can not vote during the regular business of house, but can vote in the case of tie. However when the proceeding for his removal is in progress, he can vote on first instance but not in the case of tie.
The rules are made such, so that speaker and chairman remains neutral of party politics.
