An object is said to be in motion if it’s moving constantly with respect to a fixed point in its surroundings

An object is said to be in rest if it’s not in motion with respect to its surroundings

an object is said to be in rest if it doesn't move with respect to a stationary viewer.
and
if the object is moving with respect to a stationary viewer then it is said to be in motion.
