Different people might have different notions for a nations development

One might look to develop the poor farmers first whereas the other might want to develop the middle Class and will make reforms accordingly.

In My Opinion If i would have the Power I would have helped the poor people providing them with job opportunities, shelter and provide milk and nutrition to them and their children.This Would automatically Develop their living Standards and would improve their characters for sure.
