The young seagull began flying because he saw his mother flying with food and she was stalling for a long time. she did not give him the food directly and therefore the young seagull fell impatient and flew on his own to get the food from his mother. no it was not voluntary as he did not plan on flying on his own. he saw his mother with food and flew towards her out of hunger.
