When we say valency of oxide ion is -2 then it means that oxygen has gained two electrons in order to complete it's octet because oxygen has 6 electrons in its outermost shell and it wants to attain stability. As it can't lose 6 electrons, it gains 2 electrons and hence has a valency of -2.

when we say valency of one oxide is -2 this means that oxygen has gained 2 electrons to complete it's octet as it needed to have 8 electrons in the L shell but it have only 6 becoz it's atomic no. is 8 so it's electronic configuration is 2,6 means it needs to gain 2 electrons to make it's 6 as 8.
