This happens due to the change of state of solid state to liquid state. Whenever heat is applied to change the state( solid to liquid or liquid to gas or vice versa), the heat gets used up to overcome the forces of attraction between the molecules of the object. This kind of heat is known as latent heat, also called hidden heat. Because the heat is used up to overcome the force of attraction between the molecules/atoms, the temperature remains constant.
In case of water, the melting point of water is 0 degrees celsius. At this temperature, the molecules will start to move further apart from each other by the application of constant heat. The temperature will remain the same i.e 0 degrees because the heat will be used up in the process of conversion of ice to water. This is the reason why at 0 degrees, we find both water and ice. Similar phenomena can be observed when water is at 100 degrees.
