when in rainy season wire of electricity falls in muddy water of street then why it doesn't change into hydrogen and oxygen constituents? why is it only said to have water is having current . stay away ??

it is said that becoz it is mixed with some other salts and that prevents it from changing into hydrogen and oxygen and hence it is said that water is having current
