The initial and final velocities are equal when there is no movement or there is no net acceleration observed from an object.
Some examples are:
When a car parked on a driveways is moves and then when it returns to the same spot with the final velocity reduced to 0. They are equal as u is 0 and v is also 0
Or
When a car parked just stays at the same spot without moving at all in a certain time period then the u is 0 and v is 0.
