I hope that someone who was actually there in Gaddafi's Libya eventually answers this question, but I was in some neighboring countries, so I'll contribute a hearsay answer in the meantime.
Gaddafi was a strong character. Like Chavez in Venezuela, he rubbed the Western Powers the wrong way, basically because he wouldn't take any of their BS.
France, USA, etc., wanted control of Libya's oil, but Gaddafi effectively treated Libya's resources as Libya's and not as belonging to foreigner's as these powers would have liked, and this was a big part of his conflict with foreign governments.
The average Libyan, however, considered him a little crazy, but overall a great guy. This opinion generally stemmed from Gaddafi's fierce determination to keep Libya's resources for the benefit of Libyans, not for foreigners.
Libya has a lot of oil. Gaddafi effectively distributed the oil wealth directly back to the Libyan people.
Under Gaddafi, there was free high quality education and health care. It was kind of like the Cuba of North Africa in this respect.
If a Libyan wanted to start a business, there were ample government loans readily available.
When a Libyan couple got married, the government gave them a gift of several thousand dollars ($5,000 I believe) to get them on their feet, buy a house, etc.
From what I was told, therefore, life in Libya under Gaddafi was pretty darn swell. Much better than it is these days.
