It is not. When electric field is perpendicular to the surface electric flux is maximum. Because flux= EAcos(0). And we know cos0 is 1. So flux is EA.

The whole point of flux is to measure the “total number of field lines” punching through a surface. If the electric field is lying *along* the surface, it isn't going in or going out and the flux is zero
