When the salt dissolves in water the level of water will not increase because the salt particles intermixes with the particles of water through diffusion .

When salt is dissolved in water its volume increases because NaCl as salt observation show that densities to be higher than expected if volume increases i.e. the volume if pure water or solvent summed with the volume of the pure salt. This indicates that the volume increases with dissolution of salt.
