Because when he will run the fire will get more supply of oxygen and it will react . So to cut the supply of oxygen he is recommended to roll or ground or should be covered by a blanket...

When someone clothes catch fire we don't allow him to run in panic because while running it gets exposed to moving air and this enhances the fire.
While running the air acts as a blowing air, as we know that when the fire is low we just blow some air with our mouth to enhance it. The same principal works while a person having his clothes caught fire starts running around in panic.
EXPLANATION:
- It is advised to be far away from fire when we wear for which are prone to catching fire very easily.
- It is advised to stay form when the fire catches cloth. What is should be blown on that area to extinguish the fire.
- Also show while running there is a chance of catching fire to the other object which is kept in the way of his running.
