Ya it's true.because the sugar particles will take place in between the water molecules nd cover the gap .so there won't be any increase in water level.

1. It's true that when sugar is dissolved in water there is no increase in the volume. 
2. Because the sugar occupies the empty space present in the water. there is no increase in the volume. 
3. If sugar content is really more and more in the water the water level increases.
