When the fertility rate is near 2 (it is assumed that either it is just less than 2 or it is just above 2), it implies for the average number of children that would be born per woman if all women lived to the end of their childbearing years and bore children according to a given fertility rate at each age. The Total Fertility Rate (TFR) is is a more direct measure of the level of fertility than the crude birth rate, since it refers to birth per woman. This indicator shows the potential for population change in the country. A rate of two children per woman is considered the replacement rate for a population, resulting in relative stability in terms of total numbers.

Rates above two children indicates that population is growing in size and whose median age is declining. Rates below two children indicates that population is decreasing in size and growing older. 

Global fertility rates are in general declining and this trend is most pronounced in industrialized nations, especially Western Europe, where populations are projected to decline dramatically in the next 50 years.

As far as India is concerned, India's Total Fertility Rate is 2.45 as per 2016.

Families decide the number of children they want to have based on many considerations such as the resources they own, their security in old age , their economic status etc
