NO, BUT  THE  CHIEF  MINISTER  CAN  TAKE  THE  SUPPORT  OF  THE  PRESIDENT  OF  THE  COUNTRY . HE  CAN  TAKE  ACTION  AGAINST  THE  GOVERNER
