Yes, when the number of valence electrons in an element x is 4 or more than 4, does (8-x) match with the valency of that element.

In this case the electrons required to complete the octet will be 8-x

For eg: In fluorine there are 7 valence electron

so its valency will be 8-7=1

It will need 1 electron to complete its octet.
