Vegetation is nothing but an agglomeration of complex organic compounds.

Organic compounds cannot be burnt in the absence of oxygen. It is similar to burning a candle in the absence of oxygen.

For vegetation to burn, it should form a by-product which is nothing but CO₂ and H₂O which both contain oxygen.

It is possible for vegetation to burn in the presence of another gas, such as Chlorine (Cl₂) to form respective chlorides, but in general if we see, burning is not possible
