2. There was no legal system to protect the consumers from exploitation in the market.

3. Until the 1970s, the role of the consumer movement was limited to exhibiting and writing in magazines and newspapers.

4. Later, consumer groups started looking into matters. The movement got a boost from UN Guidelines for Consumer Protection fromulated in 1985.

5. The Consumer Protection Act was passed in 1986.
