so 4% of volume increases in ice

so the volume of water to make 211 cm^3 ice is

x + \frac{4x}{100} = 221cm^3

\frac{100x+4x}{100} = 221cm^3

104x = 22100m^3

x = \frac{22100 m^3}{104}

x = 212.5 cm^3

answer is

{\huge{\red{212.5 \:cm^3}}}
