When we immerse a syringe in a tub of water and pull the plunger, why does water enter and rise up in the tube?

First,the plunger is pushed inside the tube,to empty the syringe from majority of air,when the syringe is immersed in a tub of water,and the plunger is pulled,low pressure is created inside the tube,thus the atmospheric pressure pushes the water inside the tube untill the pressure inside the tube,and outside it becomes equal
