When we touch a steel rod and a paper simultaneously .We feel that the rod is comparatively colder . Why?

When we touch a steel rod and a paper simultaneously .We feel that the rod is comparatively colder because the steel is a good conductor of heat so the heat from our hands transfers to the rod but this does not happens in the case of paper.
