This riddle is a tricky one, but actually describes a type of pedestrian crossing called the 'Zebra Crossing'
The Zebra crossing get it's name due to it's stripped paint applied to a road crossing which gives the right of passage usually to the pedestrian.

When a person walks, the cars have to stop according to law and wait for the person to cross the other side. Similarly, if a person decides to not go over the crossing and stops, the cars can move
