A cyclist appear stationary for a moving cyclist because when both of them moving at a same speed seems to the other stationary for exp when two trains moves together at a same speed the people present in trains feels that trainB is stationary

a body will appear stationary with respect to another moving body if both the bodies are moving with the same speed and in the same direction.

due to this the relative velocity will be zero and both will seem to be stationary to each other.
